IE2000U boot loop

I have an IE 2000U that continually boots to the boot loader prompt. If I re-copy the IOS/image to the sd card, then power on the IE 2000, it will boot once.

However, at that point, if I do a "sh flash:" command, the flash shows as being empty. Even if I reformat the sd flash and tftp a new copy of the IOS to the flash, as soon as I reload the IE 2000U, it boots back to the boot loader prompt and shows the flash as empty.

I suspect that this is a boot loader issue. 

Does anyone know how to force an IE 2000U to reload its bootloader file?

1.Try downloading the latest firmware and then try to update.

2.For Flash try using an USB flash to load the IOS.

Then try formatting and use the sync command to copy all files to flash and usb flash
