internet traffic load balance and failover

Hi

I have 100 users and out of that 50 users have to access the internet ISP 1 and another 50 users have to use ISP 2 If ISP 1 is failed both the 100 users have to access the internet ISP 2 what would be the configuration of all 3 layers.
