Good morning,
I created a virtual stack between two WS-C3850-48XS-S model switches, but in terms of interfaces I currently have two types.
Active switch: TenGigabitEthernet1/0/1-48 and TenGigabitEthernet1/1/1-16
Standby switch: TenGigabitEthernet2/0/1-48 and TenGigabitEthernet2/1/1-16
These interfaces 1-16 were created after the stack, my question is shouldn't they go up to number 48? Is it a licensing issue?

The numbering is correct. WS-C3850-48XS-S comes with 48 10Gig ports and 4 QSFP 40Gig ports. Each 40Gig port can be divided into 4 10Gig ports. So, 4x4=16 10Gig.
48x10 for end devices (1/0/1-48) and
4 40Gig or 16 10Gig (1/1/1-16) for uplinks.
