I am connecting a Cisco 3650 to AT&T ASE network. We have a CIR at 50Mb connected to a 100Mb port. I need to limit the bandwidth at the switch. We also are using Cisco 3750 and in them we are able to use " srr-queue bandwidth limit 50" on the interface connected to the AT&T Ciena and it resolves our issues. The 3650 does not have that option in the interface. We use the "auto qos trust" on the interface connect to AT&T. How would I do it?

One option is to use shaping with class default and apply to your interface.

Brandon has answered your question about shaping. The 3650 shaping is more akin to router shaping, and may be more precise than a 3750's bandwidth limiting.
Also more like a router, I believe the 3650 implicitly trusts (unless configured otherwise).
