Low througput on Dedicated Internet link

One of my customer who subscribe to 30 Mb internet link -DIA(Direct internet Access) complaining he was getting a low throughput when download and upload. Currently the setup depicted as below. Currently cust mentioned they are getting 16mb for upload and 13mb for download.

DIA router----Fa0/1/1-----------PDH transmission link----------------Fa0/x (CE router)

We are limiting the traffic for cust to  25mb at DIA router (int fa0/1/1) by applying the rate limit command.

Please advise if you know the root cause of this problem and way to mitigate it or advise the best way to test the throughput. Thanks

There is a lot of information needed here.

Who is taking thos measruements?

How are they measuring their internet bandwidth?

What values do you see?

Are there any graphs for user activity?

Also, are you sure it's PDH? Isn't PDH asychronous? That could be your problem.
