phone not getting passed CM list. Next is IP address

Hi Cisco techs again,

Have registered a 7940 SIP phone in CUCM7.2.1

DHCP configured as CUCM shows me

Keeps showing CM list, TFTP retry SEPXXXXXXX, 

Then configuring 172.17.104.11,

Then configuring 172.17.103.11, 

Then opening 172.17.255.12

And then multiple IP's as shown above.

Trying to get the phone passed the CM list

Now AFAIK

The CM list is for the Call Manager that is in the SIP file in CUCM but when I do a file list tftp SIP* (via CLI) shows .load firmware only

Shouldn't this SIP file be created when phone is registered in CUCM 7.2.1?
