Policy Based Routing Support

Could someone provide a recommendation on a lower end Cisco L3 switch that will do policy based routing?

You can use 3560 with IP Services License.

Yes, all 3560 switches but make sure as Reza says you get IP Services. Be aware also that the full PBR feature set is not always supported on L3 switches. You can refer to the release notes for the IOS on 3560 switches to find out which PBR commands are not supported.

No, it just means that it comes by default with IP Base. When you order the switch you need to specify you want IP Services image installed. Have a look at Table 1 in this link, it clearly states it can be upgraded -

Interesting note if you have IPv6 in the 3560/3750 config guide:

"This software release does not support Policy-Based Routing (PBR) when processing IPv4 and IPv6 traffic"

That's kind a a shame that IPv6 support isn't transparent yet in all those products ...
