Is it possible configure a ip dhcp poll on cisco router 2821 as primary and other router as secondary in the same subnet range?

Yes, simply configure non-overlapping exlusion ranges. For example, exclude IPs .100 through .254 on first router, and .1 through .99 + .201 through .254 on second router
