QoS Marking Vlan 2 traffic from Cisco C9300-48P to Cisco ISR 4331

Hello, we have a new Cisco WebEx training room device connected to a port on our C9300-48P switch. That switch port is an access port with "voice vlan 2" setup. The vlan 2 subnet is our voice traffic (172.30.14.0/24 subnet). When looking on wireshark when doing a packet capture on the port the device plugs into it appears to be getting DSCP CS4 markings, but our up stream router is set to apply QoS over our MPLS to DSCP EF traffic. Our Cisco phones are coming across as that so it works, but this device for some reason is not.

 

What I did on that port is the below QoS policy. However if I look at the trunk port on that switch as it goes to the router, I'm still seeing it as DSCP CS4. What am I missing here? I can verify with wireshark the 802.1Q tagging is ID 2 (thinking Vlan 2), but the DSCP is still showing CS4. Attaching a screenshot from wireshark of the trunk port to our ISR 4331 router.
