question about apply policy based routing to virtual template interface at preceding of radius server

hi ,

                                   radius server

                                      |

assume i have , R1-----------SW-----------------R2

                                      |

                                      |

                                      |

                                     R2

note that im applying pbr on a virtual template interface ,

i mean subnet x  ====> go to r2

and subnet y =======> go to r2

but im facing a problem , hwich is the AAA operation must be done between R1 and radius ,

and if i applied the pbr on R1 , the polivcy will be rejected , and go to normat routing table ,

i checked debug for pbr snd here is result :

note that the ip

10.160.150.103

is the radius server ip !!!!!!!!!!!1

any advice ??
