refresh connection by cli

It was disconnected . How to refresh via cli?

your requirement not clear. use console connection to access device if VTY lines are stucked.

It is not accessble from web. I did not try connect via console port. 

I prepare console cable.. connet to device by putty. I access and show the running config is correct. Then I reboot the device.

Web port is accessible.

checked and confirm the configuration is correct. Then I reboot the device. Reconnect via network assistant, it does work.
