The 2921 would be the newer version of that model

Yes it supports those features you will ned a license for these devices, here is a couple of links that cover the 2921 and has links to the other 2900 series routers and then an overall link for the series which contains what there capable of if that helps

You need to define your performance, feature, interface requirements.

The Cisco 2610, 2611, 2620, 2621, 2650 and 2651 routers are being replaced by the Cisco 2600XM routers.
