The router was reloaded but came up with an old (12.3
(5a) IOS that does not support the SDSL card providing a backup uplink.
On a further reboot the correct IOS came back up and the config was amended in order that the SDSL interface could be used again.
The boot statement of the device contained the correct IOS - Version 12.4

The router is a 2651XM running c2600-entservicesk9-mz.124-8.bin

Did you check configuration register value?

Register is right . You might to see if you have adequate RAM to use 12.4 , do a show version and see if you have enough as 12.4 is considerably bigger in most cases . If you do a show boot or show bootvar what does it say ?

Your boot statement looks a little funny to me. See if one of these works better:

or
