Running a TXT file without using the terminal

I am currently working with the Cisco C9200-CX-12 port on version 17.12.1, I wish to allow people who are not qualified technicians mount the switch and run a text file that would allow me to access the switch, however i need it to be as simple as possible for them, preferably without ever accessing the switch with anything other than a USB flash drive that has a text file on it. I am curious if this is possible with the switch not having any other configurations on it straight out of the box, or if a preinstalled config is needed for the switch to view and read the flash drive to begin with.
