Smart Licensing on Cat 9200L

Dear All,

 

Did anyone enable the Smart Licensing on Cat 9200L switches?

 

I am going through cisco configuration guidelines but cannot figure out why we need to implement below part as mentioned in document? 

Can someone please enlighten me on this?

Do you need functionality found in 16.9.X (and later)?
If not, downgrade to 16.6.X. Smart License is "enforced" starting from 16.9.X (and later).

Do you currently have layer 3 connectivity to the Cisco Smart Software Manager (CSSM)? If you do, the documentations makes it seem as though you can skip these steps entirely. Else, the purpose is to have your switch be able to communicate with the CSSM. 

So what I understood is that If switch has internet connectivity to the CSSM portal then i don't to follow below section:

Please correct me I am wrong

Moreover can you please confirm it is mandatory to  configure below section also?
