Hi,
Post the output of "show run | sec line vty" , or "show run | b line vty".

We need to know more information :
1. Are you able to ping first from your device to switch ?
2. as per the config, you have tranport all, it should allow the connection.
3. what is your P IP address you trying to connect, what is the switch ip address you trying to telnet.
4. can you post end device ping results and screenshot from poutty what error you getting.

In reading the discussion I had wondered if there might be something like access-class that was controlling remote access. But the posted outputs are clear that access-class is not configured on the vty. Then I wondered if there might be some issue with the set up of ssh. But realizing that ssh from another switch is successful does seem to prove that ssh is correctly enabled, So a couple of other possibilities occur to me:
- is it possible that there is some firewall or other device implementing security policies that prevent access from the PC?
- is it possible that the switch has something like control plane policing implemented that is controlling remote access?
