you mean if  i create two vlan on 3850 Layer 3 switch ok.

vlan 10

vlan 20

here i will assign ip to one vlan

int vlan 10

1.1.1.1 255.255.255.0

but not for vlan 20.

vlan 20 is a l2 vlan and vlan 10 is a l3 vlan , am i right,

if you don't assign an ip to vlan 20 , it will need to route out somewhere else then at layer 3 for that subnet , every layer 2 vlan needs a layer 3 gatew3ay either an SVI or a sub interface if its a router on a stick design

i just type the command on my core swith

sh vlan

i can see here

vlan 1            default

vlan 100        192.168.100.1

vlan 200         192.168.200.1

vlan 300         192.168.300.1

vlan 400          192.168.400.1

vlan 404         192.168.404.1

vlan 500          192.168.500.1

here where is the Layer 2 vlan how can we know here on my core switch
