Switch 3850 cannot Registering a Device with the New Token (smart licensing)

I have installed Cisco WS-C3850-24T-L  x2units (Stacking) running IOS XE Fuji 16.9.1

I try to register device for Direct Cloud Access,  but my device  no register menu on the CLI.

SUMMARY STEPS

1. enable
2. license smart register idtoken token_ID

On my device don't have register option

How can I register device ? Or Is there anything I need to investigate further?

I do not have fuji in hand to test now, as i remember you type # (not config t i guess)

have you tried that command at # license smart register idtoken token_ID

I type incorrect mode !!!!!
