Switch port cannot be up

Hi Please the below is port info of C9800. It shows BW 2500000 Kbit/sec. Now the port cannot be up when PC is plugged into it. Any solutions?

PC plugged in what speed of Ethernet card does the PC has? 100MB or GigBit ?

 

If the working when you connected to any network device like switch? what speed it connecting ?

 

what happens when you connect PC to management port ?
