Hi,
You can just check whether FTP service is running in the machine you try
Router#telnet x.x.x.x 21 /source-interface fa0
If you get a open ... then port is fine in the server , but you also need to check wheter permissions for your fast ethernet ip is given.
otherwise application might not be working , or may be permissions for ur fastethernet ip might not be given or a route for ur fastethernet might not be available..

Hi
First test by telnetting to any internet sites on port 80 to just verify there is no issues with routing part of your fast ethernet
telnet www.yahoo.com 80 /source-interface fa0
If its fine , then check with the server admin wheter ftp is open to all or only to restricted users .If to restricted users , pls ask him to give the permission for your ip .If there is no access restriction there might be restriction in the Firewall , Ask ur FW admin to give access to ur ip.
pls check and let me know the results
