terminal monitor has no output...

I am running 12.4(24)T1 and when I do "terminal monitor" from my SSH session I get no output. I see output in the console when I do something like 'debug ip icmp' but nothing in the SSH session. Any ts'ing tips? Here is 'show logging'
Console logging: level debugging, 35418 messages logged, xml disabled,
filtering disabled
Monitor logging: level debugging, 0 messages logged, xml disabled,
filtering disabled
Logging to: vty3(0)

Does the logging work if you telnet instead of SSH?

I know this is an older post but also check for hung VTY sessions.
sh users
disconnect ssh vty 1
disconnect ssh vty 2
disconnect ssh vty 3
etc......
