tunnelling layer 2 across a layer 3 network

I have need to present a given single vlan on two C9300 switches separated by a layer 3 network.  The presentation should be bidirectional and transparent. What would be the best kind of vpn setup to use?

VXLAN is the best option or xconnect

BTW, although @balaji.bandi 's reference does mention the reduction of payload due to encapsulation overhead, it doesn't explicitly mention this often leads to fragmentation (nor mitigation techniques).  Just mentioning this so it's not overlooked.
