Does the OSPF ABR send type 3 summary LSA to non-backbone as well as backbone areas?

To answer this and your other question an ABR can summarise the networks for the area it is connected to and advertise these into area 0. This summary will then be sent to all other ABRs and they will advertise it into their areas.
