Unexpected exception to CPU: vector 1400 CISCO2951/K9

Hi everyone, need help with router CISCO2951/K9  IOS : boot system flash0:c2951-universalk9-mz.SPA.155-3.M2.bin  with telephony service. it is reload itself periodically crash info showing 

"Unexpected exception to CPU: vector 1400, PC = 0x9AD2C34 , LR = 0x9A71208"

last info says "%DIALPEER_DB-3-ADDPEER_MEM_THRESHOLD: Addition of dial-peers limited by available memory"

is this a CPU memory problem ?

Currently the appliance has a default DRAM value of 512 Mb and it sounds like not enough DRAM.  The crash is possibly caused by MORE dial-peers trying to join the call manager and the appliance keeps pushing them back due to lack of memory.
