It repeats this serval time before it is unresponsive. Is there anything I can do, there is no TAC support available for this and I cannot get the switch into ROMMON while holding down the mode button. Any thoughts greatly appreciated.

I would like to try that, however, I cannot get to the switch: prompt. Is here another way I can get the switch into the bootloader (ROMMON)? Or will the switch recognize the USB stick as it boots? Thank you.

Hi,
I am not sure if you already been tried to connect to the console of the switch. Power off the switch, then press the MODE button and while keeping it pressed, plug the power back in. Keep the MODE button pressed and watch the console output. After holding the MODE button for roughly 10-15 seconds, the switch should end up in the switch: prompt.
Hoping that Switch's boot loader and Microcode (if required) are updated too for this IOS version. Try with USB recovery if possible.

This is probably the fourth thread I have seen with this exact behaviour.
The only solution is to get the switch RMA-ed.
NOTE: The switch was made in 2015. Other switches I have observed were made in 2014.

He does not have a support contract to RMA it.

Cisco 3650/3850 are covered under Enhanced Limited Lifetime Warranty (E-LLW).
A valid Service Contract is not necessarily required. A valid "proof of purchase", such as a purchase order or a delivery receipt, is all that is needed to start the RMA process.
NOTE: Cisco Entitlements Team might/occasionally/regularly feign "ignorance" of E-LLW/E-LLHW -- It is their job (to minimize people from using this rule).
