Upgrading ios in C9300

Hi After enter below commands for upgrading, the switch 9300 reboot for 3 times automatically and then stop there (swtich:)

What it going on? Thanks

9300#show flash:
9300#copy tftp: flash: (.....Omitted ....)
9300(config)#no boot system
9300(config)#do write
9300(config)#boot system bootflash:cat9k_lite_iosxe.17.06.04.SPA.bin
9300(config)#do write
9300#show boot
9300#reload

If the switch is still in ROMMON, please post the complete output to the following commands: 

  1. dir flash:
  2. set

Wait.  What is the exact model of this switch, is this a 9300L or a 9300/9300X?

the switch already in 17.6.4 in INSTALL Mode ? what is the issue ?

if this install mode

you need to change boot vaiable to packages.conf

If the switch is a 9300 then why is someone trying to force the 9300 to boot a firmware that was meant for a 9300L?
