Stupid question I have two Cisco Nexis switches and I configured ports 13 and 14 on both switches for Port channel and I'm using cross over cables to connect them together, is this correct?

Yes I check you can cross over cables

I'm running two nexus 3000 switches and can't get. this command to work, I even went to (INT PORT-CHANNEL 15 IN CONFIG MODE AND RAN: show etherchannel summary) it's not working anywhere.

first shut the PO in both NSK 
make sure both NSK use same STP mode (MST or PVST)
then allow VLAN in PO peer-link 
then no shut the PO

it shows that all the physical interface are down or not connected ? have you checked the Physical connectivity, check the Patch leads, and fiber polarities..
