VSS 4500 Downgrade failed

Hi. I am trying to downgrade the IOS versions (03.08.04.E⇒03.06.02.E) of a 4500 VSS pair in the lab using the method here. I am getting into trouble when I reload the standby switch on step 9 ( redundancy reload peer) with the error message below:

*Aug 28 11:51:35.201: %C4K_REDUNDANCY-2-IOS_VERSION_CHECK_FAIL: STANDBY:IOS version mismatch. Active supervisor version is 15.2(4)E4 (cat4500e-UNIVERSALK9-M). Standby supervisor version is 15.2(2)E2 (cat4500e-UNIVERSALK9-M). Redundancy feature may not work as expected.
*Aug 28 11:51:35.201: %C4K_REDUNDANCY-2-NON_SYMMETRICAL_REDUNDANT_SYSTEM: STANDBY:STANDBY supervisor will operate in fallback redundancy mode rpr.


*Aug 28 11:51:38.229: %C4K_REDUNDANCY-3-COMMUNICATION: STANDBY:Communication with the peer Supervisor has been established
*Aug 28 11:51:38.956: %C4K_REDUNDANCY-2-VS_REBOOT_ON_RPR_FALLBACK: STANDBY:Supervisor in virtual-switch configuration cannot operate in redundancy mode RPR, will be reset
*Aug 28 11:51:39.038: %RF-5-RF_RELOAD: STANDBY:Self Reload. Reason: Virtual-switch fallback to RPR

The pair is working fine with VSS on the 03.08.04 version.

Try this method:
1. Copy the IOS into the active bootflash:
2. Copy the IOS into the standby bootflash:
3. Change the boot variable string;
4. Ensure the config-registry value is correct;
5. Save the config; and
6. Reboot.

I have done exactly that and still the same issue. 
The config registry for both switches is the same as well, 0x2. 
When I tore down the vsl by converting it to standalone, both switches reloaded and booted to the
correct image I wanted, but only failing when they are in VSS mode with the errors above.
