When the switch is in recovery mode, you can only access it by using the console port

if VSS goes in dual-active condition, the recovery chassis (previosly in ACTIVE role) can be accessible thru the console port and the network management port. Network management physical port must be explicitly excluded to get disable during dual-active condition...

Thanks for your responses. I have tested dual-active exclude option and it works nicely. Though Active switch shows the port is down however switch in recovery mode shows it up and it is reachable.  I was looking for such option for an environment where TS may not be availabe and one needs to reach a  switch stuck in recovery mode.
