I can't connect to C3560 by telnet and below message

The remote system refuse the connectiom.

and when I connect to use consol below message

%%Low on memory: try again later

So I can't connect to the switch. what problem?

I think it maybe bug.

This error message is very indicative of an IOS bug.  Try a different IOS version, like 12.2(55)SE10.
