IP200#conf t

Enter configuration commands, one per line.  End with CNTL/Z.

IP200(config)#hostname IP200

IP200(config)#ip domain-name chicagotech.net

SSH is not supported on these switches as they are too old i'm afraid.

The 3548 was end of sales in July 2002 (reference).

They do not support ssh (only telnet for vty access) and thus do not have the capability to generate an RSA key.

Can you post sh ver?

In order to run SSH, you need an IOS image that contains "k9" in the name.

example:

c3560e-universalk9-mz.122-55.SE.bin

I just now faced the same issue and fixed it as following: update the image on boot then reload then try crypto command again.
