WS-C2960S-48TS-L Ports physically rearranged

We have been using the WS-C2960S-48TS-L switch stacks in or access layer for several years.  The port arrangement on all of them is ...

1  3  5  7  9  etc

2  4  6  8  10  etc

Our most recent purchase arrived yesterday and got installed into a stack.  While cabling the ports, I noticed that the ports are now arranged .....

2  4  6  8  10  etc

1  3  5  7  9   etc

I verified that it is not as simple as a bad faceplate label.  The ports are in fact "flipped".

Did I get a "bad" one (it is working fine), or is this some new scheme from Cisco?  Why change ports on a device model that has been in production for years?

Wow, that is crazy.  According to the instating guide (figure-7) port 1 should be the top port and not the bottom one.
