WS-C3650-24PS guest access and web authentication

Hi guys can any one point me to where i can find the configuration guide on how to setup a web authentication for guests and creating and managing lobby admin in GUI on a WS-C3650-24PS converged access running 16.3.5 version software ? all guides are cli and when i tried creating a lobby admin through cli i could not register any users, its just the monitoring window i am able to see.
