To explain you a little bit the situation, the switch was used on one of my others sites and when the site has been closed I let it as spare, and today i want to use it for another site.
I wanted to configure my WS-C3650-24PS switch but i saw that the switch cannot boot well, so i tried to make the switch go on rommon mode with holding the mode button while i'm plugging the power cable, but i make that many time and it's not possible to go on rommon mode, and i have that on the screen :

I was thinking that we can always go on rommon mode in all the case, but it's seems not, so can you confirm me that on some cases the rommon mode is not possible and what can i make with this issue ?
The switch has no support contract and no RMA is possible.

Looks hardware issue, contact cisco some time hardware has warranty( worth trying)
I know you mentioned no contract with Cisco, trying is not harm,( you may be lucky enough to get one free).

I'll try to contact Cisco so and try with RMA.
But what about the rommon mode, is it possible to don't go on rommon mode on some case ?
