We get one way video and audio when we call a video end point from a 9951, when the call is originated from the video enpoint all is well.
It seems the phone is talking TCP and the endpoint wants to talk TLS. Any ideas? We are on UCM 8.5.1 and the 9951 is on 9.2.1

I don't think this is a TLS vs TCP problem. Both endpoints talk to CUCM and not to each other. The RTP carries the voice/video.
Looked into this, and it appears that downgrading to the 9.0.4 load might fix this issue. But, I have also read that there are some bugs against multiple payloads with CUCM and a few other problems. One work around was to set the video bandwidth on a region to 384. Trying one of these might help. I would recommend opening a case on this if you haven't already to find out the root cause.

HI - Couple of questions if I may.
1) What type of Tandberg Endpoints is it? C-Series? MXP?
2) Are these units registered to VCS with SIP trunk to CUCM?

Try limiting your Tandberg endpoint to 384k bandwidth.
