You must refresh the configuration on the Expressway-C after you reconfigure or upgrade any of the discovered Unified Communications nodes, take a look at "Why Should I Refresh the Discovered Nodes?" in the Expressway X8.6 Admin Guide at the bottom of pg 57 for more information.

Hi

the problem is resolved after making Refresh servers for cum pub on expressway -c web interface

Have you ensured that the Cisco Callmanager service is activated on the freshly installed CUCM? It does not get activated by default, you need to activate it first through Cisco Unified Serviceability and then it will appear as an option in the Cisco Callmanager group to begin with.
