Probably Oleksandr have given you teh actual difference of amount that will be slipped out from your budget 

here is the technical detail just in case you were looking for

HD

• High Definition (HD) w720p 1280x720 30 fps

PR

• High Definition (HD) w720p 1280x720 60 fps
• High Definition (HD) w1080p 1920x1080 30, 60 fps

If you have purchased PR key then you do not require HD key for codec .
