Do we need to get a new license when upgrade VCS, VCSe and TMS version ?

Hi Kelvin,
xxx.ova files are the package files to deploy the VCS on virtualize platforms.
Release key are required to upgrade the VCS for major upgrades. for e.g. upgrade from x6 ver to x7 software version.
however for minor upgrades like x7.2 to x7.2.2 this are patch released version or bux fixes version and you do not need license for this upgrade.
in any case if you your devices are under covered under valid contract you can get the license keys any time just get in touch with cisco licensing team on "licensing@cisco.com" and they should be able to provide you the necessary license.

I also echo all the above responses as well as you need a new release key for major version upgrade e.g. X5.x to X6.x but the option keys stay the same.
with *.ova file make sure you create snapshot backup with your vsphere in case something goes wrong and you need to reinstall the server, otherwise the *.ova at installation will create a new serial number and you need to purchase a new release key and all the option keys.

If the equipment is under maintenance, you should be able to go to your provider (either Cisco or a Cisco partner) and get release keys to upgrade VCS-E, VCS-C and TMS.
If your equipment is out of maintenance, you will need to purchase maintenance on those devices to get release keys.
If you have a cisco login, you can go to http://www.cisco.com/go/license and login. click on Get Existing > TANDBERG license and enter the serial number of each device - this will tell you if you have a valid maintenance contract and its expiry date.
