Hi All,
I have downloaded VCS 8.6 software + OVA from Portal but VCS 8.6 software is not bootable.
I am going to fresh install of VCS expressway
Please advise how to do it. Is bootable image is required ? if yes then how can I get this

The ova is the software image you need to install on a VM, suggest you take a look at the deployment guide: http://www.cisco.com/c/dam/en/us/td/docs/telepresence/infrastructure/vcs/install_guide/Cisco-VCS-Virtual-Machine-Install-Guide-X8-6.pdf
The ".tar.gz" file is for upgrading a physical VCS appliance or an existing VCS running on a VM.

Currently I am having 7.2.2 VCS exp. appliance based
want to go for 8.6 virtualized
let me know the procedure to how to proceed.

Aha, so it's not a fresh install as such, but a migration. Take a look at this thread https://supportforums.cisco.com/discussion/11902011/vcsvcse-license-migration-hardware-vm which should give some idea of what's involved.
You might consider reaching out to either you Cisco rep or TAC, or both, as to what would be your best and most economical option as you need to re-host the licences you currently have on your physical VCS.
Either way you'll have to spin up a VM and apply the .ova image first to get the new serial number.
Nothing is really simple when it comes to Cisco. :(
