You will need TMS with provisioning licences, TMSPE and you will also need the provisioning option key installed on your VCS-C.
See the prerequisites in the JabberVideo admin guide; http://www.cisco.com/c/en/us/td/docs/telepresence/endpoint/Jabber_Video/4_8/CJAB_BK_J4DBC2E7_00_jabber-video-admin-guide-4-8.pdf

Just be aware that JabberVideo (was Movi) and Jabber Mobile are different products and you will need CUCM as well if you want Jabber Mobile (the UC client).
Otherwise ok, however, you might want to reach out to your Cisco rep for advice as to what would be the best deployment scenario based on your requirements as JabberVideo is EOL/EOS - (can still be used though) - and has merged with Jabber which now uses the Movi Prescision Video Engine (PVE).

Just to add emphasis on Jens' point: Jabber Video/Movi is EoL: http://www.cisco.com/c/en/us/products/collateral/collaboration-endpoints/jabber-video-telepresence-movi/eos-eol-notice-c51-732787.html
You should not be spending money on the legacy Tandberg solution at this point. You need Cisco UC Manager as a call agent for Jabber, possibly Conductor to front-end the MCU (required for new TelePresence Severs SKUs) and then can reuse VCS to configure Jabber MRA and B2B calling. TMS is great for scheduling conference resources but not required for normal Jabber functionality.
