No Outgoing Video Packet from Telepresence Endpoint

I have 2 endpoints SX80 and Room Kit Plus, both registered to on-prem CUCM with latest software.

 

When they dial to Webex Meetings, no outgoing video is sent. Observed from Expressway-C, the number of received video packets is very small from these 2 endpoints.

 

I have another MX300 G2 calling to Webex without video issue using same signaling path, same location and same region. The QoS, codec preference list, region bandwidth and location bandwidth configuration among 3 devices are identical. I suspect the issue may be related to media path and links between switch.

Not sure if this is right approach to begin with.
