I am having an issue with the transmit rate. Our Presentations are becomeing too poor or unsable. Endoint involved.

Please login to MCU and go to the conference in which endpoints are connected/ are about to join.
Please check the minimum outgoing bandwidth

Seems like your endpoint is transmitting poor video and presentation quality. What call bandwith do you use?
You wrote, that you use two SX20 in the call, but only showed us one in the statistics. Is the other one connected to the first SX20? That would at least explain the 448p Video

On the input setting for the port you have your presentation source connected on to Sharpness.
