What is the maximum HDMI cable length of the camera P60 to be connecting to the Webex room kit plus?
The distance between the camera and the codec is approximately 18 meters, will it work properly without any problems?

Does this HDMI fiber cable will work with high quality, what do you mean with HDMI over HDbaseT?

Standard cable can go up to 3 M. You need to use active optical cable as @Matt_W mentioned.
I faced issues when using HDbaseT(Crestone solution) to connect the camera to CSKit. You might need to do a POC for this.
HDbaseT is a technology to deliver the audio, video and power over the cat 6/5 cable.

While there isn't a maximum length specified in the HDMI Spec, the usable length will depend on the signal attenuation in whatever cable you are using and is very much dependent on the quality and construction of the cable. In practice, you should not really use anything longer than about 5m if you are using a Passive cable. If you use an Active cable, you can extend to a greater distance, some of these will go up to 50m - keep in mind that this type of cable is usually directional, and for longer lengths, they can be quite expensive. The other alternative is to use some other conversion hardware to send the HDMI signal over some other type of cable (Cat-6, or Fiber-optic) and then convert it back to HDMI again at the other end. These come in many different versions (HDBase-T, AVB, DTP, etc).

The control of the camera doesn't appear with the extender, but when I connect it directly without the extender, it appears on the touchscreen.

The camera control happens over its separate ethernet cable, so it shouldn't make any difference what the HDMI connection between the two are. It's hard to see in your photos which cabled are connected where.

The HDMI connection is using extender,'transmitter and receiver' using ethernet cable, also other ethernet cable between camera and codec for control.

There is a problem in control appears on the touch screen when we use an HDMI extender (sender & receiver connected through ethernet cable ) not a direct HDMI cable.
