[Roomkit] Cannot join to multiparty meeting room that protected password by conductor

We have been using conductor for making multiparty meeting room.
And I'd created the template for password in order to establishing security.
As a result, all participiants and devices will be able to type password when joining.
But one site couldn't join succesfully.

One site has cisco roomkit (versin 9.4.0) and it using H.323 protocol only.
When joining the meeting room that applied the password, couldn't successfully. There are no response when entering the password.

How can I resolve this problem?

Where this endpoint is registered? Can you tell about the call flow?

and is there any particular reason for using H323 for this unit site?

It could be due to sip/h323 interchangeability. 

see if you can use SIP for this unit and if that works.

Else you need to debug more on gatekeeper where it is register to see if there is any change in DTMF methods.
