I know that previously multisite has been unavailable as an option on SX10. Is that still the case?

Yes it's still the same case.
I checked in the CCW and it does not have any option for adding multisite, only SMP license which would be added on either conductor or CMS.

Yes, that is still the case, the SX10 doesn't support Multisite, you will need to use an external conference bridge in order to hold multiparty conferences.

The SX10 (and similarly with the DX70/DX80 devices), as low cost, low end, endpoints, they do not have the processing power to enable them to do the multisite functionality.
As others already mentioned, you'll need to use a conference bridge (MCU, TelePresence Server, Cisco Meeting Server, or other equivalent) to hold your multiparty conferences.
