Is there a way to tell who is logged into the TelePresence Server? The only way I can find is if a user disconnects you get the below message. But I do not see a way to tell who that user is.

call 829: tearing down call to "70415062" via web interface (session 231)

Details about calls that connect/disconnect from the TelePresence Server are contained in the CDR log under the logs menu.  Click on a participant's GUID to see the call detail record for that participant.

Have you looked at the SYSTEM LOGS?  They might include when users log in/out for administration.  That is if you're looking for admin login tracking and not actual call logging.
