Can you tell us more about your environment. What version of TMS, TMSPE, VCS, etc? Is this a manually created user or imported from AD?
Can you provide logs from the VCS where they tried to sign into Jabber Video (Movi)?
Just a guess, but it could be that you're trying to log into too quickly after the account is created and the VCS hasn't updated it's provisioning database yet. You can try to update the provisioning information on the VCS yourself, by going to it in TMS > Systems > Navigator and select the VCS, under the Provisioning tab there is a "Check for Updates" button.
