Is there any way of configuring the VCSC to handle external calls or all exteranl calls have to register with the VCSE
We are working on configuring the existing VCSE inot a DMZ however they would like external calling now

Yes, but you won't get secure firewall traversal and it means opening up large number of ports on the firerwall.
You would at least need to configure "Calls to unknown IP addresses" as "Direct" instead of "Indirect", and create a DNS zone instead of a traversal zone which should at least make it possible to allow outbound calls.
Getting both in- and outbound calls to work properly might involve more work than what it is to get the VCS-E up and running.

I agree with Jens here - If I were you I would speed up the deployment of VCS E instead of re-configuring the firewalls , DNS servers , VCS Control :-)
