The TC Endpoints API guides refer to the different set of xconfigurations, xcommands, xstatus, etc that can be done the with endpoint.
For the VCS the same information can be found in the VCS Administrator Guide starting on page 445.

This VCS admin guides cover the SSH CLI (which in some contexts is also called an "API") but the VCS\Expressway series also have a REST API available, is this openly documented anywhere?

The VCS Administrator Guide references an Experimental Menu on page 309. Enable this and within that menu you can see the REST API.
