Are there other possibilities to have a video conference to a Tandberg system than having a physical system?
What I mean is: is it for example possible to buy a license for a piece of software, for windows platform, which provides the possibility to have a video conference with a Tandberg system? I have searched for it, but I cannot find it.

depending on what tandberg system it is, theoretically, as long as it communicates H323 or SIP, you should be able to set up a point to point 'call" by dialing the IP address of the far end. a 3rd party SIP client should be able to do that if your tandberg supports SIP, without the intervention of a server. Not very scalable, but should work.

There are a number of different vendors with desktop videoconf applications that could be used. Some can be standalone with no license or server required and others require support infrastructure (gatekeeper, SIP Server, Call Manager). There are Video Conferencing service providers that provide licensing and registration to their servers as well. Search for 'desktop video conferencing' or 'windows sip video client'.

A lot of the answer will depend on what model Tandberg unit you are referring to, and how it is configured (ie, is it a standalone unit, or registered to a call control platofrm such as a VCS or a CUCM).
If it's SIP capable, then you could use it with a free software service such as Cisco Spark.
